merge into Bureau of Refugees, Freedmen and Abandoned Lands

I have proposed merging this article into Bureau of Refugees, Freedmen and Abandoned Lands. An editor on that page has expressed a concern that this article confuses two bills, one signed by Lincoln in 1865 and one vetoed by Johnson in 1866. Can anyone with a stronger grasp on American history than I puzzle that out before any merging happens? —Tim Pierce (talk) 15:21, 1 November 2010 (UTC)[reply]

Question of merging

I read this article stub after reading the article Freedmen's Bureau and immediate wondered why it was on Wikipedia. I then looked at this talk page and a reasoning was that an editor from "Freedmen's Bureau" expressed a concern that this article confuses two bills. There was a momentary short circuit between my brain and fingers as to this reasoning as I tried to figure it out. There is an article on "Freedmen's Bureau and any bills that led to the creation of the Bureau would be part of the same. There is a history of both listed in the lead of that article but no history section. The only "puzzle" to be solved is why a merge has not occurred as there can not be an actual substantiated argument against it. Since the lead in Freedmen's Bureau is supposed to be a summary of what is contained in the article I will suggest a merging there and a needed history section that will certainly quell any concerns.
