how are negative and positive numbers represented?

- I assume the value of the digit n, counting from digit 0 on the right, is (-2)n, and guessing that each digit can be 0 or 1. (If each digit can be 0 or -1, it wouldn't make much difference.)
- So the number dx...d2d1d0, where dsomething is a digit 0 or 1, would be .
- -11101100101010101101 would then be 110100101111111100111.

[edit]When at the counting section, the numbers go:

Is this correct?
Time discrepancy
[edit]The Polish-named guy independently discovered it 9 years after two Polish computers were designed to use it. Sounds unlikely. Can someone re-research that please?
